Σας διαβιβάζουμε το υπ' αριθμ. Πρωτ. Ε.Β.Ε.Π. 7958/30-6-09 έγγραφο του Γραφείου Οικονομικών και Εμπορικών Υποθέσεων της Πρεσβείας της Ελλάδος στο Κάιρο, που μας ενημερώνει σχετικά με απόφαση του Υπουργείου Οικονομικών της Αιγύπτου - όπως τους γνωστοποιήθηκε από την αντιπροσωπεία της Ευρωπαϊκής Επιτροπής - βάσει της οποίας δεν απαιτείται επικύρωση αυθεντικότητας πιστοποιητικών προελεύσεως και συνοδευτικών εγγράφων από Αιγυπτιακές αρχές του εξωτερικού (Πρεσβείες και Προξενεία), όσον αφορά εξαγωγές αγαθών από χώρες της Ευρωπαϊκής Ένωσης.

Decree No. 1859 For The Year 2004

The Minister Of Finance,

Following reviewal of Presidential decree No. 337 for the year 1997 approving the trade exchange facilitation and development agreement between the Arab countries and its executive program for establishment of a Greater Arab free trade zone;

Presidential decree No. 344 for the year 1998 approving the Common Market for Eastern and Southern Africa (COMESA) Agreement;

Presidential decree No. 335 for the year 2002 approving the Euro-Mediterranean agreement establishing a partnership between the government of the Arab Republic of Egypt on one side and the European communities and their member countries on the other side, as well as the supplements, protocols, joint and individual announcements, and the exchanged letter attached to it, as signed in Luxemburg on 25/6/2001;

The letter of the Ministry of Foreign Affairs, to which circular No.12 for the year 2001 is attached, canceling the authentication of certificates of origin within the framework of the trade exchange facilitation and development agreement between the Arab countries;

The letter of the Ministry of Foreign Affairs, to which circular No.15 for the year 2001 is attached, canceling the authentication of certificates of origin within the framework of the Common Market for Eastern and Southern Africa (COMESA) Agreement;

The two letters of the Ministry of Foreign Trade No.2566 dated 26/4/2004 and No.400 dated 3/6/2004 concerning non-requirement of the authentication of certificates of origin and the documents attached to them within the framework of bilateral agreements, providing the principle of reciprocity of treatment shall be applied;

And the letter of the Ministry of Foreign Trade No.1898 dated 26/6/2004 concerning Customs Department's satisfaction with verifying the validity of the stamps issued by the concerned customs authorities of the member countries of the Egyptian European Partnership agreement without providing for authenticating the certificate of origin;

DECREES THE FOLLOWING

Article : 1

No authentication of the certificates of origin and the documents attached to them by the Egyptian embassies or consulates abroad shall be required concerning the goods imported within the framework of the Greater Arab Free Trade Zone, the Common Market for Eastern and Southern Africa (COMESA) agreement and the Egyptian European Partnership agreement.

Article : 2

No authentication of the certificates of origin and the documents attached to them by the Egyptian embassies or consulates abroad shall be required concerning the goods imported from Jordan and Lebanon within the framework of the bilateral agreements. These authentications shall be required for the goods imported from the rest of the Arab countries within the framework of the bilateral agreements concluded with them. The principle of reciprocity of treatment shall be applied in case the situation of one of these countries changes.

Article : 3

Verifying the validity of the forms, signatures and stamps of the quarters issuing the certificates of origin shall be sufficient for the goods imported within the framework of the agreements referred to in article No.1 and from Jordan and Lebanon as prescribed in article No.2 of the present decree, as well as from the Arab countries that cancel the requirement stipulating the authentication of the Egyptian certificates of origin and the documents attached to them in the future.

Article : 4

The competent quarters shall implement the present decree.
